36-year-old Miquel Maldonado Jr. and his wife had gotten out of the vehicle through the sunroof, and their 2-year-old daughter was partially out through the same opening, Chardo said.“There was an attempt to resolve it without the use of deadly force,” Chardo said., which prompted the police to shoot, Chardo said.
Harrisburg Fire Chief Brian Enterline said when his crews were able to get to the pair, the car had been submerged enough that they had gotten wet before they were able to get on top of the car.The river is covered in a layer of ice but is unusually high for the winter with a very active current underneath, Enterline said.
Later, fire crews once against assisted in helping a towing company get to the car to get it out of the river.“If you end up in the river, you’re probably not going to survive,” Enterline said. The position of the car within the river, and the fact that it got stuck on some rocks, is what saved the mom and child, he said.
In water that cold, a person sinks to the bottom, Enterline said, while the river current under the ice is still running pretty high.
