And their kennel no longer has nearly enough animals to meet demand."We saw a nearly 70 percent increase in animals going into foster care through our NYC and Los Angeles foster programs, compared to the same time period in 2019," the American Society for the Prevention of Cruelty to Animals said in a statement provided to ABC News.
