The Public Complaints Commission reviewed a public complaint stemming from Penner\u0027s July 2020 arrest by Saskatoon police.

Police Chief Troy Cooper, who shared the findings, said he agreed with the PCC’s conclusion. He said the incident highlights the challenges of dealing with mental health and addictions in the community.

“It was an unfortunate incident. It was a difficult time for our officers who had to go through an investigation for a long period of time. A bystander recorded a video that showed almost seven minutes of the arrest of Evan Penner on July 4, 2020 and was later posted online. It showed an officer striking Penner, who was on the ground, crying out and struggling, while another officer told him to stop resisting. It also showed Penner being stunned by Taser fire after additional officers arrived; he was then subdued.
