“It was not until February 2022 that a registered nurse with extensive experience was hired by the Department of Health and Wellness to offer in-person assessments of privately owned/operated LTC homes,” the report said. It also recommended that public and private facilities be brought under a single Act governing standards and inspections. The report also recommended the adoption of national Health Services Organization standards across all long-term care homes in P.E.I., and called for more equitable funding of long-term care homes, including for capital improvements.
“However, measures taken, including full facility lockdowns, had negative consequences on the well-being and care of residents, as well as for partners in care,” the report said. The report recommended resident-centric care not be compromised by infection control measures in future pandemics.
