In practice, there is general agreement among economists that most likely it is the landowner who will pay as land markets will adjust to the additional costs. That is why many localities phase in inclusionary requirements. The city of San Diego, for example, phased in its in-lieu fees over a period of three years when it passed inclusionary in 2002.
