Canada’s border closure at Roxham Road is one piece of a larger North American border-tightening project that compounds the vulnerability of people who need protection.

Rather than reinforcing international refugee and asylum-seeking legal norms and Canada’s own human rights laws, the STCA curbs migrants’ rights by forcing them to apply for asylum in the first “safe” country they reach. However, U.S. policy toward migrants is hardening and it is by no means clear that people denied entry to Canada will have their asylum applications processed in the U.S.

MSF and MdM know firsthand that restrictive migration policies exacerbate health needs for people on the move. In 2022, MSF teams in Mexico treated over 44,000 migrants and refugees suffering illness, mental distress or physical trauma, including sexual assault experienced in transit or while stranded, often near the U.S./Mexico border.

If these lessons are any indication, closing Roxham Road will not stop people from seeking safety, it will only force them to take more dangerous routes. From the humanitarian perspective, expanding the scope of the STCA is folly.
