Raimondo pushed through the nation’s boldest public pension reforms in 2011, which reduced political pressure to raise taxes. Rhode Islanders elected her governor in 2014. Early in her first term, she promoted a business-friendly environment. But that reform legacy and Rhode Island’s future are now in question.
