After two years of treating adversaries and allies alike as trade villains, President Trump pivoted last week.

With China edging away from commitments to change its ways, Mr. Trump sharply ratcheted up tariffs and banned U.S. companies from doing business with Huawei Technologies Co. Separately, he lifted tariffs on metal imports from Canada and Mexico while delaying for six months tariffs on autos from the European Union and Japan. Meanwhile, U.S., European and Japanese trade officials are to meet this week on joint efforts...
