Oakland’s pandemic-era program to allow restaurant parklets and sidewalk dining is here to stay

Before the pandemic, Oakland businesses that wanted to set up sidewalk cafes or parklets had to get “encroachment” permits that required a laundry list of paperwork such as a detailed site plan, a grant deed and legal descriptions. That usually involved multiple city departments including planning, transportation, economic and workforce development. It also involved fees, to the tune of about $3,000.

The process gets more complicated for applications that seek closure of a lane of traffic for the tables. Those businesses must submit an interest form and work with staff in the Economic and Workforce Development Department to come up with drawings. The city’s Department of Transportation then needs to approve them.

City staff found by surveying businesses that many in East Oakland reported not knowing about the streamlined program and some were concerned about setting up outdoor dining on certain streets with heavy traffic.
