NYCHA rent bailout proposed for state budget, with $466 million owed - New York Amsterdam News

Albany lawmakers are looking to throw NYCHA a lifeline this week, proposing to add millions of dollars to the state budget to give public housing tenants the same financial aid struggling private-sector renters got during the pandemic.

Under its version of the federally supported Emergency Rental Assistance Program , the state paid off millions of dollars in rent arrears for private-sector tenants who stopped paying their rent during the COVID crisis.

In the last few weeks, the legislature belatedly has made shoring up NYCHA and its tenants a priority. It’s not entirely clear how much of that would go to tenants at NYCHA, the nation’s biggest housing authority. “We are hoping to correct policies by the previous administration that unfairly singled out subsidized tenants,” Lee said in an interview Monday. “I believe that public housing residents were unfairly deprioritized and they deserve the same funding the same way that all other residents were eligible for funding.”It’s not a done deal, though. While the legislative leadership, Senate Majority Leader Andrea Stewart-Cousins and Assembly Speaker Carl Heastie, have signaled their support, Gov.

NYCHA Chief Operating Officer Eva Trimble noted that as the months have passed and the amount of arrears has grown, tenants are now finding the idea of paying off what they owe increasingly daunting, with average arrears totaling $6,000 — and average annual household income just $24,000.Trimble said state assistance would lower what now appears to be an overwhelming burden and perhaps inspire tenants to start paying rent again.

The rent squeeze has aggravated NYCHA’s already well-documented fiscal struggles, and caused the authority to dip into its reserves to make payroll and handle day-to-day operations.
