Auditor General Kim Adair, speaking at a news conference in Halifax on Tuesday: 'It remains unclear why millions of dollars are handed over to non-government parties, years before they are needed to deliver Green Fund initiatives.

“The practice of disbursing all Green Fund money within the year to multi-year programs increases the risk that funds may not be used for their intended purposes,” Adair said. “It also reduces government responsibility to redirect funds to other targeted areas.”The audit found that both Efficiency One and Clean Foundation are delivering programs in accordance with agreements, and they’re reporting the required information to the Environment and Climate Change Department, which oversees the fund.

“I liken it to the example of if you were going to build a house and you contracted a builder, would you give the builder 100 per cent of the funds to build that house before he even starts?Adair said the department agrees with that recommendation in spirit but notes that final decisions are up to the Treasury Board.

Adair said the funding to NSFM occurred at the tail end of the audit and was not tested in the audit in the same way as the funding disbursed to Efficiency One and Clean Foundation. “It remains to be seen what the spending decisions and the timing of that $52 million is by the end of the year,” she said.
