In response, the county declared a state of emergency, issued a curfew at 9 pm Sunday and closed county schools on Monday.spokesman Jeff Brooks said at the Monday news briefing that some infrastructure can be repaired and other parts need to be replaced. "This kind of attack raises a new level of threat.
