The resolutions passed Tuesday obligate the city to work to resolve outstanding issues, which include: At a meeting earlier this month with representatives of the neighborhoods south of the Elizabeth River, Col. The change, though, would have to clear several hurdles including approval from the Army, the Office of Management and Budget, and possibly Congress.A study to determine whether barriers would be feasible could take three years.
