New York's purchase of 17 buildings 'is about improving and securing affordable homes for 2,000 people,' a mayoral spokeswoman said
About 500 of the buildings’ apartments are now being used as so-called cluster-site housing, in which the city pays private landlords to house homeless people. The purchase comes as New York City is trying to phase out such housing, which has been criticized as unsafe and mismanaged.
