New York City entered the third phase of reopening its economy on Monday, allowing some personal care services such as nail salons and tattoo parlors to open at limited capacity
Indoor dining at restaurants was also supposed to be part of phase three, but city and state officials last week indefinitely postponed those plans because of rising cases of the new coronavirus in other states and a lack of social distancing in the city.
