"All of the flies, the smell, the maggots,” he says. “A friend of mine, they've actually made a path to her apartment."There's no doubt about it. It looks bad, and smells worse. "We have apartments that have been flooded, the carpets are saturated. You can hear the water on the floor as you walk. You can hear the water. The ceiling has fallen in on several apartments. There are holes in the ceilings, leaks, tubs not working, stoves, it's ridiculous."
