Daves said the study is moving forward at the request of “various parties” that have been encouraging one be completed while the city moves forward with a contentious redistricting process. At least one council member does not support doing the racial polarization study before the city has a chance to vote on whether to pursue an annexation plan from Mobile Mayor Sandy Stimpson’s office.
“Why do this now and then have to redo the lines?” Jones said. “What is the racial polarization looking at? I don’t know.” Carroll, who has been a vocal advocate for a redistricting plan that solidifies Mobile’s Black community’s majority status, said there is no reason to tie the current redistricting efforts with annexation.
