“We don’t enforce the ordinance other than returning them home and taking custody,” Kapustianyk said. “We don’t enforce the ordinance in a punitive manner to the minor.” “I think there should be deeper conversation as to what we’re really doing here and not just putting a Band-Aid on the wound,” Mitts said.
