While California is viewed as a national leader on many progressive issues, it has a dark history when it comes to solitary confinement.
In February of 2014, Assemblyman Tom Ammiano and I co-chaired an informational hearing on the need to reform solitary confinement in California prisons. This hearing was entitled: “California Department of Corrections and Rehabilitation’s Proposed New Policies on Inmate Segregation: The Promise and Imperative of Real Reform.
During that time I was one of several lawmakers working to find a just and humane solution to a massive prison hunger strike protesting inhuman conditions in our state prisons. After the hearing, CDCR agreed to changes in the use of solitary confinement. We argued over whether there should be ‘flexibility’ or whether the new rules should be codified into law. We opted for flexibility, but unfortunately CDCR was unable to sustain their promise to enact lasting reform.
