We’re calling 911 a lot because many of them pass out from overdoses.” “Maybe a little in the past week,” Wong said about a slight decline in shoplifting, which became an almost weekly occurrence in the eight months since the encampment formed along the street. “The hope is that over time, the stealing stops.”
