I'm not.""So, what percentage of GDP are we spending on this budget?" Graham asked.

"Well, no, you shouldn't have to get back to me, you should know that," Graham replied."It's 3.1% of GDP. The last time we spent 3% below was in 1940, 1998, 1999, and 2000." Senator Lindsey Graham was critical of the president's proposed budget due to a predicted reduction in the overall number of U.S. ships. Here, he listens during a Judiciary Committee confirmation hearing in the Hart Senate Office Building on October 12, 2020 in Washington, D.C.Graham noted in his questioning that over the next five years under the president's current budget proposal the Navy will see a drop from approximately 300 ships to roughly 280.
