The SafeTo plan is also a 10-year effort to improve community safety and well-being.In the meantime, people won’t be returning to the TTC, to the subway tunnels or cars, or to their downtown offices in the numbers required unless they feel safe. Right now, not enough people feel safe, with TTC ridership still at about 70% of pre-pandemic levels compared to 84% in Vancouver.
