Why did Berkeley reject a housing bond measure? Because it wasn’t a housing bond.
Then they sunk it, by stipulating that the City Council could spend the new taxes on absolutely anything they wanted. City officials have relied on these bonds to let pavement crumble, instead of prudently allocating limited General Fund revenue to address real, basic maintenance needs. There seems a presumption, both in the paper and among Bay Area people generally, that anyone striking – like various other categories of people – is inherently right.
