Law enforcement to-do list: Leadership must foster a positive policing culture | Opinion
Much has been written and said about culture — police culture — since the killing of“Culture” has been loosely defined as “the set of predominating attitudes and behavior that characterize a group or organization.” Culture can be good or bad. A prison gang has a culture. If you as a member violate it, very bad things can happen to you. An organization can encompass at least somewhat differing cultures within the same, larger group.
First, we are accountable for ensuring that only those who possess the character and psychological makeup to be exceptional officers ever get to wear the badge. At a time when fewer and fewer good people want to be cops, the temptation not to look too closely at an applicant can feel overwhelming. That is something we can never permit to happen just to fill vacancies in our ranks.
Third, we must always remain a part of, not apart from, the communities we serve. That calls for openness and accountability, which means that a citizen alleging police misconduct can count on his or her complaint being thoroughly and impartially investigated. It is our duty to remove from our ranks those who are not fit to be law enforcement professionals.
For example, in the very old days, some law enforcement agencies assisted in the enforcement of Jim Crow laws. More recently, many of us have had to update policies that allowed our cops to chase minor offenders “until the wheels fall off,” no matter how wild the pursuit. That practice clearly was not weighing the benefit of catching, say, a traffic violator against the risk of killing or hurting someone in an accident.
