The proposed initiative would remove language in the city charter requiring the city to employ and fund a certain number of police officers based on the city’s population. It would replace the police department with a new office of public safety focused on a public health approach.
Opponents argued in a hearing on Monday that the city could be left all but paralyzed by stripping the requirement for a police department from the city charter without a plan in place to replace it.
