Even if Johnston is correct that the reality is “less concerning” than the headlines, he revealed that the Chinese have been engaging in wilful meddling on a grand scale.that China gave $250,000 to 11 federal political candidates, a story Johnston downplayed by saying the prime minister and his ministers were not informed and, in any case, there was uncertainty about whether the candidates ever received the cash.

A Global story in February said national security officials warned Justin Trudeau a year before the 2019 election that Chinese agents were assisting Canadian candidates running for office. Johnston dismissed the story because the warning did not reach the prime minister’s desk. But the report said that the warning was contained in an earlier draft of the memorandum, suggesting the Chinese were heavily involved in the candidate selection process.

There are a handful of other stories where Johnston seems to have been more focused on absolving the prime minister than using his unique entrée into the intelligence world to sound the alarm. “Should the Canadian side continue to make provocations, China will play along every step of the way until the very end,” said Cong’s statement earlier this month, after diplomat Zhao Wei was declared persona non grata.
