Mr. Biden sided with Republicans pushing to repeal a local law that would change the District of Columbia’s criminal code, with the Senate expected to vote Wednesday to reject the D.C. measure. And his administration is considering a return to a policy of detaining migrant families who cross illegally into the U.S. as it looks to more restrictive policies to control the southern border.
