William Whitebear, 28, was found unresponsive in his cell at the Saskatoon Correctional Centre on Nov. 2, 2020.

Other officers who testified described the ligature as having been braided. Whitebear, who had been admitted to the jail on Oct. 31, 2020, had threatened suicide in his final call with his girlfriend the evening before his death,On Wednesday morning, jurors heard from the inquest’s final witness, forensic pathologist Dr. Derek Musgrove, who performed the autopsy on Whitebear’s body.

Musgrove concluded the cause of death was asphyxiation due to hanging. Musgrove explained that it takes five to 10 seconds for someone to become unconscious and eight to 10 minutes for someone to die from lack of oxygen to the brain.

On Tuesday, the Saskatoon jail’s director Pat Sommervill said during his testimony that as for the shelving unit where the ligature used by Whitebear was attached, he said the gaps that allowed it to be connected through the shelf have been filled.Among the jurors’ recommendations were drug testing at admission — subject to the inmates’ privacy rights — and checking their prescriptions, either through another correctional institution or a pharmacy.
