A: I do. I haven’t lost faith that people will rally together when there’s a problem. In fact, I think we now have that learning. If there was another disaster, we now would be better at providing support, not only for those impacted but also for all those Calgarians who want to help. Look at the tool-borrowing places that cropped up in neighbourhoods like Kensington.
Q: You’ve mentioned in the past that Calgary was better prepared for a flood in 2013 than it would have been a few years earlier. Why is that? A: In 2012, we were given new detailed flood maps, using the latest technologies available that — based on the topography — provided a very clear outline of what would happen if there was a one-in-25-year flood or a one-in-50-year flood or a one-in-100-year flood. At first, it seemed incredulous that flood waters could have as dramatic an impact as we were seeing on the map. We made a decision to share this information with about 60 agencies, ranging from school boards to tourist attractions.
In this special series of guest columns called Voices of the Flood, community leaders at the time of the great flood of 2013 are sharing their memories a decade after the disaster. Tom Sampson was deputy chief of theTom Sampson retired as chief of CEMA in November 2020. Jim Wells/Postmedia
