The proposal resurfaced after being withdrawn last month without explanation
County Supervisor Joel Anderson wants to cut board approval out of Neighborhood Reinvestment Program, once called a ‘slush fund’ by critics
The programs have been called “slush funds” by critics of the Board of Supervisors because the grants are often awarded to community nonprofit groups and public agencies. The grant programs date to the 1990s, when supervisors began budgeting $5 million a year — $1 million for each elected official — to distribute across their districts to pay for specific causes and projects.The proposed awards are listed on the weekly meeting agendas and generally approved without discussion on what’s called the consent calendar.
“Current and ongoing grant awards shall appear on quarterly disclosure list of awards for each supervisorial district on the County of San Diego website,” the proposal states.
