House joins Senate in passing measure to end U.S. military involvement in Yemen, a move with major political implications for Trump

By Karoun Demirjian Karoun Demirjian Congressional reporter focusing on national security Email Bio Follow April 4 at 12:10 PM The House voted Thursday to end U.S. participation in Yemen’s civil war, denouncing a Saudi-led bombing campaign that has been blamed for worsening an already dire humanitarian crisis and sending the measure to President Trump for an expected veto.

The resolution passed in the Senate last month with the support of seven Republicans. Thursday’s vote in the House marks the first time both chambers of Congress have voted to invoke the war-powers resolution to end U.S. military engagement in a foreign conflict. “The fundamental premise of this resolution is flawed because U.S. forces are not engaged in hostilities against the Houthis in Yemen,” House Foreign Affairs Committee ranking member Rep. Michael McCaul said on the House floor Thursday. “If we want to cut off economic assistance or logistic assistance to Saudi, there’s a way to do that. . . . I think we’re using the wrong vehicle here.

Before its passage, the House defeated an attempt to revise the resolution by adding language condemning a global boycott movement targeting Israeli-made products. The move, engineered by Republicans, would have forced the measure back to the Senate if passed, instead of clearing it for Trump’s consideration.
