The House voted 232-190 Wednesday to revive Obama-era net neutrality regulations in what likely amounts to a short-lived legislative victory — but one that may give Democrats fresh momentum on an issue they hope will feature prominently in the 2020 presidential election.Republican joined Democrats to vote for the Save the Internet Act, which would revive Obama-era rules banning broadband providers from blocking and throttling Americans’ internet traffic.

"It polls in the 90s amongst millennials. It’s a top-of-the-mind issue for them. So I just feel that people who vote against it vote so at their own political peril," Sen. Ed Markey , lead sponsor on the Senate version of Save the Internet, told POLITICO Tuesday. Senate Commerce Chairman Roger Wicker is currently working to develop a net neutrality bill with Sen. Kyrsten Sinema , the sole outlier in the Senate Democratic caucus to not sign on as a Save the Internet co-sponsor. Wicker told POLITICO Tuesday he won't rule out holding hearings on net neutrality but sees the Democrats' bill as too "flawed" to back.

For that reason, assured failure in the Senate may in fact prove politically useful for Democrats looking to convince Americans that voting for them is the soundest path back to firm net neutrality protections.
