What officers knew when they got there will be a key part of what LAPD leaders and state prosecutors use to decide whether any discipline or criminal charges are meted out for the shooting.
When three Los Angeles police officers pulled up last week at the Burlington clothing store in North Hollywood for a report of a man assaulting people and chasing them out of the building, an employee met them near the front entrance.“He’s smashing things around. We have associates in there.”
The video footage released by LAPD shows the officer with the rifle arrived after that first group of officers, and was not part of a plan they had quickly put together to fire less-lethal projectiles at the assault suspect. The officer with the rifle did not talk to any employees, and said little to the officers who were there before him.
“Was this guy part of the plan? Or was he poorly informed?” said said Dennis Kenney, a professor at the John Jay College of Criminal Justice in New York City. “Those sorts of things, those are tactical issues. could argue that the shooting itself was justified, but that it was tactically handled badly, and come up with corrective actions.
As that group of officers ascended the escalator to the second floor of the store, they made a plan to use that launcher on Lopez. Another officer had his sidearm out, ready to fire a lethal bullet if the launcher didn’t work.“Rog,” the officer said back. As soon as he got there, the officer armed with his handgun spotted the beaten woman on the ground. The officers rushed forward.“Hey, slow down, slow down,” the officer said, pulling another officer back. “Let me take point with the rifle.”
