Gilbert leaders touted this project as a fiscal win — the town doesn't have to pay to build or maintain the water park, but it gets a slice of the revenue.

It's similar to the model used at AZ Ice skating rink off Greenfield and Warner roads. The town actually owns the land, but AZ Ice pays to maintain and operate it. The deal calls for the water park to share revenue with Gilbert once it's up and running. The company would pay Gilbert $253,000 in rent each year. The agreement also gives Gilbert 3% of all revenue past $2 million. Town leaders expect that could bring in between $450,000 and $750,000 for the town annually.

"We thought it was a win-win that we're able to take on a recreational amenity like this but not have to take it on ourselves," Carmona said.$6.5 million in revenue for the town in its first 10 years.Cactus Surf Park in Glendale is expected to use more water than Glendale's massive Crystal Lagoons Island Resort, but it's unclear how it stacks up to other metro Phoenix water parks.
