Expected to be in excess of $50 billion, Gov. Healey's budget is the opening move in the give-and-take between the executive and legislative branches — each tasked with proposing a state spending plan for the next fiscal year that begins on July 1.

The agency was singled out by Healey in her inaugural address earlier this year as the type of innovative program deserving of greater state investment. It would provide opportunity for mid-career professionals, he said, “who realize that an associate's degree is something that would help them either advance in their current job or to redirect them to other jobs and other opportunities where employers certainly have a need, but the skill sets aren't aligned.
"The state budget is one of the most powerful tools that we have at our disposal," said Marie-Frances Rivera, president of the Massachusetts Budget and Policy Center."It's $50 billion about each year and budgets are moral documents, and that's a big chunk of change, right, to set your priorities moving into this post-pandemic world that we're in.”
