House investigators have yet to hear from some key witnesses from Trump's inner circle, such as White House Chief of Staff Mick Mulvaney, Secretary of State Mike Pompeo and Rudy Giuliani.

House Democrats have been moving full steam ahead with the impeachment investigation against Trump. Earlier this month, the House Intelligence Committee heard public testimony from a dozen witnesses about the president's dealings with Ukraine.

House Speaker Nancy Pelosi has signaled that she would not wait for the courts to decide whether or not these witnesses should participate in the impeachment probe, which could hold up impeachment proceedings for months. Democratic leaders in Congress have said they aim to vote on whether to impeach Trump by the end of the year. The president's efforts to press Ukrainian President Volodymyr Zelenskiy to start investigations into former Vice President Joe Biden and his son Hunter, as well as the 2016 election, prompted House Democrats to launch the probe in late September
