CHARLOTTETOWN, P.E.I. — After getting delayed in spring of 2023, Charlottetown’s short-term rental licensing bylaw is coming back to council on Oct. 10.
“We hope that this strengthening of that aspect of the act will allow us to be more forceful in terms of the enforcement aspect.”The city amended its zoning and development bylaw in 2022 to stop unregulated short-term rentals like AirBnB, which a 2020 McGill study found to be taking significant numbers of long-term rentals out of the housing stock.
They were then supposed to vote on the new bylaws in March 2023, but deferred for six months after city staff said the draft regulations did not have protocols for inspections or proof of occupancy. The updates also include a new definition of a short-term rental, including changing the time frame from 28 days to one month to match the province, who licences tourism operators.
CAO Eleanor Mohammed clarified the city does have a summary proceedings bylaw with broad powers, but it hasn’t had updates in many years.Deputy mayor Alanna Jankov asked about educating operators and what the city is doing for communication, noting she gets many questions from residents.
