On Wednesday at 3:33 p.m. a flash flood warning was issued by the National Weather Service in effect until 5:45 p.m. for McKean and Warren counties.

The weather service states, "Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. In hilly terrain there are hundreds of low water crossings which are potentially dangerous in heavy rain. Do not attempt to cross flooded roads. Find an alternate route."Flash flood warning: Take action!
During heavy rainfall, there is a risk of flooding, especially in low-lying and flood-prone areas. Remember to never drive through water on the road, even if it seems shallow. According to the NWS, as little as 12 inches of rapidly flowing water can carry away most cars. Stay safe by being prepared and informed.Heavy rainfall may lead to flooding if prolonged or if there is excessive runoff. Excessive runoff can be a result of saturated ground and/or rainfall intensity.
