Parliamentary Budget Officer Yves Giroux says the 2023 budget could provide insight into the future growth of the federal workforce.

Amid a rise in spending on contractors, Giroux said the number of federal public servants is increasing, expected to reach over 409,000 by 2026-27.

Between the first three months of 2020 and the same period in 2021, the federal government saw an increase of almost 20,000 jobs, with employment rising over six per cent year-over-year to 319,600 for all departments and agencies. That’s double the annual average for the years 2015 through 2020. “There’s always going to be a part of government activities that will have to rely on consultants, but is it to the extent that we’re seeing right now? Probably not.”

“So far, based on what we know, it’s continued growth in consultants and continued growth in the size of the public service,” Giroux said.
