Joe Exotic on the Netflix docu-series "Tiger King."Animal advocates had tried for at least a decade to get a federal law passed banning the ownership of big cats as pets. The Humane Society of the United States collected pages and pages of news reports chronicling almost 400 big cat attacks or escapes since 1990.But it would take a pandemic-era pop culture phenomenon starring a tiger breeder in Oklahoma for Congress to finally pay attention and do something.
, a true-crime documentary about a man known as Joe Exotic and his dangerous roadside zoo. The series illuminated the cruel treatment of cubs used for petting and photo ops and then sold off to owners of private menageries. The Texas Health and Safety Code requires owners of dangerous wild animals to register them with a local animal registration agency. Cities and counties can choose to ban ownership altogether, but violating a city ordinance will result in a fine of $500 at most. State law says local governments can also pursue civil penalties of up to $2,000 per animal per day, yet enforcement of this law seems to be nonexistent.
