Scores of Canadian agricultural operators are struggling to find staff. Many have cast a wider net for quality employees, but dealing with the bureaucracy and seemingly arbitrary rulings made by Immigration, Refugees and Citizenship Canada decision-makers is proving a challenge.

The company runs 1,300 head of cattle across 5,500 acres, employing 11 full-time and five part-time workers. “There’s 20,000 dairy cows and he’s hands-on every day in artificial insemination and reproduction.”Documents shared with National Post show a work permit was applied for in December 2021, and subsequently rejected in May 2022.

“We stopped trying to obtain work permits for seasonal workers out of South Africa a long time ago,” he told National Post, requesting anonymity out of concern for his business and clients.
