ALBANY — As the Public Financing Commission nears the conclusion of its work, Gov. Andrew Cuomo has repeatedly suggested that fusion voting might not be compatible with a new campaign finance system.
None of the numerous experts who have testified before the commission have supported the idea that fusion could drive up the cost of a public financing system. Connecticut is one of a handful of states with fusion rules similar to New York’s. It also has a public financing system. There's another comparison, closer to home. New York City has had a public financing system for decades, and has always operated under the same fusion rules that govern state elections.
