The Ukrainian government is preparing for the potential need to move its data and servers abroad if Russia's invading forces push deeper into the country, a senior cybersecurity official told Reuters on Wednesday.
Politico there were plans to move critical data out of the capital Kyiv should it be threatened, but preparations for potentially moving data abroad go a step further.
Government agencies would have to decide on a case by case basis whether to keep their operations running inside the country or evacuate them. The Taliban conquest of Kabul meant that their forces were in a position to inherit sensitive data - such as payroll information for Afghan government employees and soldiers - which they could potentially mine for leads on how to arrest or eliminate domestic opponents.
Pavol Jakubec, a historian at Sweden's University of Gothenburg, said Ukraine was not necessarily planning for a potential government in exile, usually a last resort.
