English groups 'apprehensive' as Ottawa, Quebec reach agreement on use of French in federally regulated businesses cdnpoli
The proposed changes also allow those employees to receive all communications and documents in French – including application forms, employment contracts, training documents, collective agreements and schedules.
Liberal MPs Anthony Housefather and Patricia Lattanzio attempted on Friday to propose amendments to clarify that employers would permit their employees to work in English and be able to use work instruments and computer systems in English if they choose to. The amendments also add expectations for businesses under federal jurisdiction in Quebec to develop programs to “generalize the use of French at all levels”, by making sure all members of management and employees have a sufficient knowledge of French, to increase that level and that French is used as the language of work and of internal communications.
Eva Ludvig of the Quebec Community Groups Network said she had still not seen the details of the agreement on Tuesday. But she signalled her organization was “apprehensive” with Quebec’s rubber-stamping of the proposed changes in the federal bill.
