Elgin to receive $4 million from state EPA to cover cost of replacing some lead pipe water lines

The city has 13,500 lead water pipe lines that need to be replaced.

The city Elgin is to receive $4 million in funds from the Illinois Environmental Protection Agency to replace lead service lines, officials said.

Illinois EPA provides the funding through a low-interest loan that provides money for drinking water, wastewater, and storm water projects, according to a news release. The city is eligible to receive principal forgiveness for the loan, it said. Elgin is also using a percentage of its $19.5 million American Recovery Plan Act funds for the replacement program, Kaptain said. The federal relief money is being used to finance two multimillion-dollar, multiyear projects, lead water service line removal and combined sewer separation projects.Staff is discussing how the replacement program will be done, Kaptain said. Elgin is also educating residents about the program and the need to replace those service lines, he said.
