El Cajon man facing DUI, vehicular manslaughter charges in fatal Lemon Grove crash [Breaking]
The force of the impact caused Rosas’ car to go off the freeway, overturning onto the College Avenue off-ramp, where it struck a Mazda CX-5.
Rosas was ejected from her vehicle and suffered fatal injuries. She died before she could be taken to a hospital, a CHP spokesperson said.According to the CHP, the driver of the Chrysler kept traveling west on SR-94 and exited on Kelton Road, where he hit two parked vehicles. Payne was subsequently detained by San Diego police officers and arrested by CHP officers. He is being held in lieu of $1 million bail in San Diego’s central jail on suspicion of DUI, gross vehicular manslaughter and hit and run resulting in death, according to online jail records.
