East County’s largest city has advanced several proposals to expand control over local hotels and the people staying in them, as El Cajon leaders ramp up their fight with homelessness programs run by the county.

El Cajon Police Lt. Jeremiah Larson said there were loopholes allowing someone to avoid registering online and again asked organizations like Equus, which administers the voucher program, to work with law enforcement to more deeply research participants.
