The first big mistake Bush made was when GLO announced its initial list of who would share in the federal mitigation money. Absurdly, both Harris County and Houston, where roughly 204,000 homes and apartment buildings were damaged, were not on that list. An immediate outcry prompted a reluctant concession by GLO, which soon announced Harris County would get a share — $750 million. Houston still got zilch.Two local organizations filed a civil rights complaint last June.
Then, on May 16, HUD issued a letter rejecting GLO’s rationalizations and giving the state 10 days to do better.“They’ve proven time and time again, Texas has historically had problems when it comes to discrimination, especially when it comes to disaster funding,” David Wheaton, advocacy director for Texas Housers, one of the two groups that filed last year’s complaint, told us earlier this year.
