Prime Minister Justin Trudeau and his new cabinet congregated at Rideau Hall on Monday to participate in a swearing-in ceremony that made official a long-anticipated cabinet shuffle that insiders say was meant to prepare the Liberal front bench for the next federal election. The shuffle featured several high-profile ministerial changes, including Jean-Yves Duclos, who, as first reported by, will be moving from health to public services and procurement. According to sources, Duclos was a well-liked and strong performer on the health file, so the move comes as a bit of surprise.
Other notable changes include Bill Blair, who moves from emergency preparedness to defence, Sean Fraser, who formerly served as immigration minister but will now shift to housing and infrastructure, as well as Anita Anand, the former defence minister who will now oversee the treasury board.
