The province needs to “modernize” its three-year-old cannabis sector — including giving the green light to consumption sites and permits for special occasions — while also stopping the “clustering” of pot stores on retail strips, says the Ontario Chamber of Commerce.

The Ontario Chamber of Commerce — a non-profit advocacy group that has 60,000 members, from small business owners to large corporations, as well as unions and universities — also calls for “fiscal prudence given rising interest rates,” but says “eliminating the debt need not take priority over growth-enabling investments.”

Within the recreational cannabis sector, Rossi said despite growth, a number of retailers have “run into significant financial difficulty,” noting that illegal sales still comprise about half of the market. For retailers, Rossi said the location of stores is part of the issue, and when owners are applying they should be informed of the potential location of nearby stores. The prebudget submission says the Alcohol and Gaming Commission could have a map online of approved stores and applications for new ones “to allow for more informed business decisions.”
